Prime Minister Donald Tusk at Euroterminal Sławków – agreement signed for expansion of the facility

  • 27. 5. 2025

Prime Minister Donald Tusk visited Euroterminal Sławków Sp. z o.o., a transhipment terminal located in the Silesian Province, which is of strategic importance for Poland and Europe. The Prime Minister familiarised himself with plans for new investments in Euroterminal in the context of an agreement signed today by Wojciech Balczun, President of the Management Board of Agencja Rozwoju Przemysłu S.A., and Jakub Styczeń, President of the Management Board of Euroterminal Sławków, concerning the expansion of this logistics hub, which is crucial for the economy. The event was also attended by Minister of Industry Marzena Czarnecka, Minister of Infrastructure Dariusz Klimczak, Silesian Province Governor Marek Wójcik and Silesian Province Marshal Wojciech Saługa.

The agreement was also signed by Radosław Niedzielski, Vice-President of the Industrial Development Agency, Jarosław Świć, Member of the Management Board of Euroterminal Sławków Sp. z o.o., and Agnieszka Wasilewska-Semail, President of PKP CARGO S.A. in restructuring.

The investment, worth PLN 180 million, is a key element of the strategy to strengthen Poland’s position as a logistics leader in Central and Eastern Europe and to support the reconstruction of Ukraine.

The expansion of Euroterminal Sławków is a historic opportunity for Poland – we will create the largest logistics hub in Europe, which will become a key link in trade between East and West. By maintaining Polish control over this strategic project and investments carried out by, among others, ARP S.A., we will ensure Poland’s strong position in the reconstruction of Ukraine and global supply chains. This is not only industrial development, but also a golden opportunity for our economy.

Donald Tusk

Prime Minister

The strategic role of Euroterminal Sławków

Euroterminal Sławków is the only terminal in the European Union located at the end of the Broad Gauge Railway Line (LHS), which connects Ukraine and Central Asia with Europe. Thanks to its unique combination of wide gauge tracks (1520 mm) and the European standard gauge network (1435 mm), the terminal eliminates the need for transhipment of goods at the border, reducing transport time and costs. Currently, the terminal handles 285,000 TEU per year, and after expansion, its transhipment capacity will increase to 530,000 TEU.

Logistics is currently a key element of economic development. As an Industrial Development Agency, we are implementing a strategic investment – the largest dry port in Poland, which will become an important link in the European transport network.

We have already started the second stage of the Euroterminal expansion, and the entire project, estimated at over EUR 1 billion, will include further investment phases. This modern logistics infrastructure will be a driving force not only for the region’s economy, but also for the whole of Poland. Importantly, the project is also part of the reconstruction process in Ukraine, as it is the most advanced broad-gauge hub in Europe. We have 20 hectares of land available for development, with the prospect of another 50 hectares, which will enable further expansion. We are ready to implement this project, which will strengthen Poland’s position as a key logistics hub in Central and Eastern Europe.

Wojciech Balczun

President of ARP S.A.

First stage of expansion (2026-2027)

The first stage of the investment includes:

  • construction of a second intermodal terminal with 7 new tracks, which will significantly increase the facility’s throughput.
  • installation of modern transhipment equipment enabling the handling of intermodal containers, which will speed up the transport of goods from Ukraine and Asia to Europe.

The project will be financed by the Industrial Development Agency (PLN 108 million) from the Capital Investment Fund, as well as a grant from the European Funds for Infrastructure, Climate and Environment (FEnIKS) programme (PLN 73 million).

Infrastructure is the lifeblood of the Polish economy, which is why the expansion of the terminal in Sławków is the best possible investment from the point of view of Polish logistics and transport, which is modern and crucial for transhipment processes throughout Europe. This is the heart of European logistics, and by increasing the throughput of this terminal and investing huge amounts of money, we are securing a key role for ourselves in the transhipment of various types of goods throughout Europe.

Dariusz Klimczak

Minister of Infrastructure

New opportunities for the economy

The expansion of the terminal will bring tangible benefits to the region and the country:

  • new jobs in the Dąbrowa Basin, including for workers transitioning from the mining sector;
  • an increase in Poland’s economic importance as a logistics hub at the crossroads of East and West;
  • strengthened cooperation with Ukraine through the transport of goods necessary for the country’s reconstruction, including construction materials, energy resources and food.
I am delighted with this investment because it marks a new stage for Silesia – a project that is not related to the traditional coal sector, but is part of the dynamically developing logistics industry, which is now the driving force of the economy. It is also important that local entrepreneurs, both small and medium-sized, will have the opportunity to develop thanks to this initiative, cooperating in new, favourable conditions.

Marzena Czarnecka

Minister of Industry
